You can easily lock a forum thread from the forum front end. Just navigate to the thread and click the "Lock thread" icon on the moderation tool bar.
Allow thread authors to lock threads
You can give thread authors the ability to lock their own threads by heading to the Forum Module -> Edit Forum Section and checking the option "Thread author can lock own threads" -
